Campaign charges against DiVincenzo dropped on technicality

Hobbled by vacancies left unfilled for years by the governor, the state Election Law Enforcement Commission dismissed its case against Essex County Executive Joseph DiVincenzo after an appellate court Monday refused to keep it alive.
