With Democratic majority in Senate, New York lawmakers pass a DREAM Act

After a decade of trying but hitting Republican resistance, Democratic lawmakers on Wednesday passed a state DREAM Act which will allow undocumented students, many of whom were brought to the U.S. as children, to be eligible for state scholarships such as the Tuition Assistance Program or TAP.
