Tonko appears safe for re-election despite energetic challenge from Joy

ALBANY — In a district where Democrats outnumber Republicans by about 65,000, U.S. Rep. Paul Tonko, D-Amsterdam, is expected to handily defeat his Republican challenger Liz Joy, although she’s proved a more formidable rival than past opponents.The race appears to be a David-vs.-Goliath affair.
