ALBANY - The city declared a snow emergency on Sunday which means vehicle owners will need to pay attention to the parking rules in the coming days or face the possibility of have vehicles towed.The snow emergency begins at 8 p.m. Monday and concludes at 8 p.m. Wednesday.
