Prisoner shackled in childbirth could get $150K settlement

Albany County is weighing settlement of a lawsuit filed by a former inmate who says she was forced to give birth while illegally shackled at a local hospital.The county Legislature on Monday will consider paying $150,000 to Rensselaer County resident Dawn Mann, who was restrained while giving birth at St. Peter's Hospital in 2014. The allegations were made in a complaint Mann filed about two years after in state Supreme Court.
