ALBANY -The fate of a 64 percent raise for state lawmakers may depend on an inside peek into Albany's opaque "three-men-in-a-room" negotiations.The salary increase, which was implemented by a special compensation committee last month and phased in this month, is being challenged in state Supreme Court, where arguments in Albany on Friday centered on stopping the state from paying out raises until their constitutionality can be decided.
