Judge says JCOPE must vote on Percoco complaint

ALBANY — State Supreme Court Judge Patrick McGrath ruled on Wednesday that the state Joint Commission on Public Ethics must take a vote on whether to investigate the activities of Joe Percoco, a former top aide to Gov. Andrew M.
