Governor's budget advances aggressive liberal agenda

ALBANY - Gov. Andrew M. Cuomo's reasserted himself as New York's progressive leader on Tuesday, unveiling a state budget filled liberal policies that are expected to be realized in the coming months as the result of one-party Democratic rule at the Capitol.
