DA won't prosecute Ellazar Williams on menacing charge

ALBANY - The 19-year-old city man who was facing charges after he was shot and paralyzed from the chest down by an Albany detective last year won't be prosecuted.Albany County District Attorney David Soares on Tuesday declined to prosecute the case against Ellazar Williams, who was shot by Detective James Olsen on Aug. 20 following a brief chase that ended behind the former Tony Clement Center for Education at 395 Elk St.Williams faced charges of felony menacing a police officer and misdemeanor
