Cuomo unveils plan to legalize recreational marijuana use

ALBANY — Gov. Andrew M. Cuomo on Tuesday proposed a legal, regulated cannabis program in New York that would restrict access to anyone under 21, generate an estimated $300 million in tax revenues and automatically seal certain cannabis-related offenses on a person's criminal record.
