Cuomo to propose plastic bag ban

Gov. Andrew Cuomo said Sunday that his 2019 executive budget will include a New York state ban on single-use plastic bags.Cuomo had already introduced a program bill last year that followed a state task force's recommendations to prohibit businesses from providing plastic carryout bags.
