Cuomo proposes seat belt requirement for automobile back seats

ALBANY - New Yorkers might soon be required to wear a seat belt no matter how old they are or where they're sitting in a motor vehicle.Tucked into the budget amendments released on Friday by Gov. Andrew M. Cuomo is language that expands the seat belt requirement for adults in the front seat to adults in the back seat as well. The same proposal was part of his initial budget last year, but was nixed during negotiations with the state Legislature.
