Cuomo: Law needs to change to allow DOT to stop illegal limos

HUDSON FALLS — Gov. Andrew Cuomo said Wednesday that changes to state law are needed to prevent another tragedy like the Oct. 6 limousine crash in Schoharie County that killed 20 people.
