Cuomo: Changes needed to allow DOT to stop illegal limos in New York

HUDSON FALLS - Gov. Andrew Cuomo said Wednesday that changes to state law are needed to prevent another tragedy like the Oct.6 limo crash in Schoharie County that killed 20 people.
