Cuomo and Legislature stumble on first budget hurdle

ALBANY - The final month of negotiations between Democratic lawmakers and Gov. Andrew M. Cuomo over the state budget is off to a rocky start.The two sides are hundreds of millions of dollars apart on how much the state has available to spend for the upcoming fiscal year, which begins on April 1. In light of the failure to reach a consensus on state revenues, state Comptroller Thomas P. DiNapoli has been tasked with crafting his own non-binding forecast by Tuesday.
