Churchill: The missing piece of Cuomo's speech

I was walking down State Street and found a piece of paper fluttering in the wind. I can't be sure about this, but it seems to be a missing piece from the governor's State of the State address.
As a favor to Gov. Cuomo, I figured I'd publish his lost words. Here they are:
"My friends, New York has a problem. Because of cold upstate and other conditions beyond our control, New Yorkers are fleeing our state as never before. They're moving to Florida. They're moving to South Carolina. They'r
