Cabs circle Capitol to protest new surcharge

ALBANY — Professional taxi drivers from New York City drove in a caravan to the Capitol on Tuesday to denounce the new congestion surcharge for taxi and for-hire-vehicle rides.The surcharge went into effect on Saturday in Manhattan's central business district.The caravan circled the Capitol before holding a press conference outside of the Senate chambers calling for yellow and green cab exemption from the surcharge.
