Updated: City needs an ethics ordinance with real teeth

Some critics are urging voters in Tuesday's Rio Rancho city election to reject a proposed charter amendment requiring adoption of a city ethics ordinance, claiming that enforcement provisions in the ordinance are too detailed and intimidating.
