Fire top factor as officials update forest management plan

It’s been nearly three decades since the Santa Fe National Forest has updated its plan for how to manage the forest. Experts say efforts to revise those guidelines have been hampered by financial strains and bureaucratic backlogs. As a result, they say, the forest ecosystems are in decline.
