Panel rules Tokyo Electric execs failed to strengthen Fukushima nuclear plant

A Japanese civilian judiciary panel on Friday forced prosecutors to indict three former Tokyo Electric Power executives for failing to take measures to prevent the 2011 Fukushima nuclear disaster.
