Baltimore police union believe riots could have been prevented

The riots that erupted in Baltimore after the April death of a young black man in police custody were preventable and fueled by the “passive stance” adopted by Police Commissioner Anthony Batts and top commanders, the city’s police union said in a report Wednesday.
