Despite crimes and avoiding officers, state denies warrants to arrest parolees

A review of files of parolees by the Channel 4 I-Team showed the state has denied hundreds of warrant requests by parole officers, even though parolees in repeated cases had violated their paroles by committing new crimes, including felonies.
