Alabama lawmaker says Ivey's plan to arm school administrators is illegal

Rep. Chris England, D-Tuscaloosa said, "The Governor attempting to do this in an executive memo is, in my opinion, unconstitutional and a clear violation of the separation of powers and just a gross use of the executive order/memo process."
