Why CHP says it’s ‘almost impossible’ to prevent sideshows

Multiple sideshows involving hundreds of vehicles over the weekend prompted several major Sacramento roads, including Highway 50, to be blocked as people looked on and drove recklessly in the streets, law enforcement officials said Monday.
