Tina Smith to replace Al Franken in U.S. Senate; Franken says she will be 'excellent'

Minnesota Gov. Mark Dayton has revealed that his Lt. Gov., Tina Smith, is his pick to replace outgoing Sen. Al Franken in the U.S. Senate.
