Who will save Indy's grand old City Hall?

Plans to redevelop Indianapolis' old City Hall as part of a boutique hotel project have fallen apart. But that doesn't mean the city has given up on finding a way to reuse the neoclassical building that sits amid a booming part of Downtown.
