West Houston group's 2060 plan shuns 'business as usual'

The West Houston Association, a nonprofit that encompasses 1,000 squaremiles in western Harris County and parts of Fort Bend and WallerCounties, projects in a new growth plan that the population within its boundaries will grow from 1.7 million in 2015 to 3.3 million in 2060.
