Turner rules out partnering with HISD on struggling schools

Mayor Sylvester Turner has ruled out any immediate partnership with Houston ISD to turn around 10 chronically under-performing schools, saying Wednesday that he will not be part of the plan the school district must submit by the end of the month to avoid a potential state takeover.
