Residents skeptical, frustrated at 1st meeting on proposed changes in Houston ISD

Community members voiced confusion, skepticism and frustration Tuesday evening during the first in a series of meetings to discuss major changes proposed for 14 low-performing Houston ISD campuses, which must improve significantly or undergo major overhauls to avoid a potential state takeover of the district's school board.
