Proposed coastal barrier will only enforce eminent domain as a 'last resort'

The U.S. Army Corps of Engineers and Texas General Land Office shared additional details on the proposed coastal barrier for southeast Texas, including whether eminent domain would be enforced to acquire the land necessary to build the 71-mile system of levees and gates.
