Officials: Wall breach at ITC facility raises risk of toxin release

A dike wall surrounding the damaged tank farm at ITC's charred facility in Deer Park breached shortly after noon Friday, ITC and Harris County officials said, increasing the risk that airborne and liquid toxins will be released from the site.
