Mayor Turner releases budget that would close $114M deficit without layoffs

Turner proposes to spend $2.5 billion from the general fund, which is supported primarily by property and sales taxes and funds most core services like the police and fire departments, parks, libraries and trash pickup.That's $83 million, or 3.5 percent, more than last year's budget.
