Mayor Turner letter details concerns about GLO's Harvey response

In his letter, dated Wednesday, the mayor said the draft plan did not include sufficient city input, does not specify how the GLO is using data-- making city officials worry funding will not be allocated proportionate to storm damage -- and gives the city insufficient control over the funding it will receive.
