Man recorded calling BART operator over coffee-drinking passenger

BART prohibits passengers from eating and drinking on the train, but as anyone who regularly rides the train might observe, it's rarely enforced and it's widely considered a minor offense. In 2017, only 11 people had been cited for eating or drinking in one of BART's "paid areas" or on their trains.
