Just hours after Harris County Judge Hidalgo elevated Houston's threat level to "red alert" on Friday, infectious disease expert, Dr. Peter Hotez weighed in on the city's new plan of action.  Texas reached the second highest single-day spike in COVID-19 cases Thursday, reporting 5,994 new cases.In a one-on-one interview, Hotez discussed the next steps that he felt would be critical to abate the spread of COVID-19.
