Houston forensic center will spend $2 million outsourcing DNA testing to cut rape kit backlog

The Houston Forensic Science Center announced plans Tuesday to outsource DNA tests for the next 10 months as it tries to clear a backlog of hundreds of rape kits and other biological evidence.
