H-E-B owner sides with Harris County, says mail-in ballots make a 'stronger' democracy

Charles Butt, the CEO of the San Antonio-based grocery chain H-E-B, urged the Texas Supreme Court on Wednesday to allow Harris County to distribute mail-in ballot applications to all of its 2.4 million registered voters.
