Flood control district exploring plan to build massive tunnels to carry away stormwater

In what appears to be one of the most ambitious projects proposed in the wake of Hurricane Harvey, the Harris County Flood Control District is exploring the possibility of building massive, underground tunnels to carry flood waters from several Houston-area bayous toward the Houston Ship Channel.
