Emmett says special purpose districts should play a role in flood control

Harris County Judge Ed Emmett on Wednesday called on the hundreds of special purpose districts that provide water and sewer services to the county's sprawling subdivisions to increase their investment in flood control after Hurricane Harvey, saying flooding should be the top priority of all levels of government.
