Congress passed a bill allocating billions of dollars for flood control projects. Now what?

For those who hoped that Harvey -- by some measures the greatest storm ever experienced in the United States -- would result in a major overhaul of how the Houston region protects itself against natural disaster, the law was welcome, if not long overdue.
