State set to appeal $500,000 award to ex-HTA exec Choy

The state plans to appeal a jury verdict awarding former Hawai‘i Tourism Authority executive Isaac Choy more than $500,000 after jurors found he was retaliated against for whistleblowing and wrongfully terminated.
