Planned rail projects at HCC under negotiations

The Honolulu Authority for Rapid Transportation’s plan to relocate above- and below-ground utilities along Dillingham Boulevard to make way for the more than $10 billion Skyline project headed toward Kakaako now appears to hinge on the strong cooperation of the University of Hawaii.
