Kokua Line: Why was left-turn lane painted over in Hawaii Kai?

Question: The state or city recently painted yellow lines over a dedicated left-turn lane from Luna­lilo Home Road to Kauma­kani Street headed toward Kaiser High School. Now to make a left turn one would have to wait in the lane and block traffic heading north. I don’t understand the thinking. If you could clarify the justification it would be appreciated.
