Kokua Line: Why do DMV Now kiosks have added fees?

Question: I must give big kudos to Safeway Kapahulu for making car registration renewal so easy. I was in and out in under one minute. I have a question, though. Why does the city charge a credit card fee and also a service charge in addition to the vehicle registration fee?
