Kokua Line: Has blood bank relaxed donation rules?

Question: The Blood Bank of Hawaii urgently needs O-type blood donations. I have O+ and would love to give regularly but I lived in Europe during outbreaks of mad cow disease and over the years have been inconsistently told I’m ineligible to give blood. Is there any clarity on whether people who lived in Europe during that period can give blood?
