Kokua Line: Can I get refund on motor vehicle registration?

Question: I have 10 months left on the vehicle registration for a car that is totaled and won’t be back on the road. Can I get a refund for the remaining months? It’s hundreds of dollars wasted — vehicle weight taxes are a lot!
