Hurricane Lowell’s storm surge, winds devastate Kauai

Kauai residents began cleaning up and assessing damage Tuesday after Hurricane Lowell battered the Garden Isle overnight, knocking out power to about 90% of the island’s electricity customers, wrecking homes and roads, and prompting emergency rescues during the height of the storm.
