Anti-fracking group to file complaint over fleeing elections board member

A group pushing to ban fracking in Michigan is filing an ethics complaint against State Board of Canvassers Vice-Chairman Norm Shinkle after he left a meeting, preventing a vote that would have affected their campaign.
