COLORADO SPRINGS, Colo. (CBS4)– The latest report from the Colorado Mental Health Institute at Pueblo has found the Planned Parenthood shooter is not competent to proceed.Dear has been undergoing treatment at the state mental hospital since Judge Gilbert Martinez deemed him incompetent in May.
