Lawsuit: Denver allowed sole dispatcher to take blame in 911 breakdown

Denver's public-safety department was content to allow a lone dispatcher take the fall in a case where a woman was found beaten to death six hours after neighbors called 911 for help, a new filing in a federal lawsuit says.
